The crash took place a year ago - when the driver of a car fleeing police collided head-on with another.
The occupants of the fleeing vehicle - Johnathan Tairakena and Phillip Stretch - and the driver of the other car - Carmen Yanko - were all killed on impact.
Independent Police Conduct Authority chair Colin Doherty says despite the tragic outcome - the pursuit was conducted safely.
Police had reason to believe a wanted offender was in the vehicle.
A long-awaited report on fleeing driver events in New Zealand will be released this Friday.
