The man - in his 60s - appeared in the Greymouth District Court on Wednesday.
He admitted to touching and forcibly kissing a nine-year-old girl in 2012. and was sentenced to six months of community detention.
Sensible Sentencing Trust manager Jock Jamieson says community detention is woefully inadequate.
He says it doesn't send a clear message to the community - and the man should've faced jail-time.
