Fifty people were killed at two mosques in Christchurch on Friday.
An inquiry into the terror attacks will look at whether red flags were missed by the SIS, GCSB, Police, Customs and Immigration.
Andrew Little told Q A last night, that the inquiry will look at what those agencies were picking up, and what they should've and could've known.
He says it will also examine whether there were any organisational blind spots, which meant signals weren't being picked up.
