David Ross was jailed for 10 years and 10 months in 2013, after conning more than 700 clients out of 115 million dollars.
The 68-year-old has been denied parole.
The Parole Board says he still poses a risk to the public.
Ross told the board he's a broken man and has been an exemplary prisoner.
But the Parole Board says he has the ability to deceive potential future victims.
He'll have a chance to plead his case again in a year.
