It comes amid reports that late entries from DutchSail, Malta Altus and Stars and Stripes Team USA are about to be pulled due to lack of funds.
The Government's pouring 136-million dollars into the event, with Auckland Council contributing an additional 113-million.
In return, Team New Zealand must have at least three challengers.
Economic Minister David Parker says the funding has already been committed - before the final number of teams was known.
