Insurance will pay for the damage to Christchurch's new outpatients building - but it's unclear whose

The building's been closed since Friday - when a heating pipe burst, activating the fire sprinkler system and significantly damaging walls, floors and ceilings.
The 72 million dollar building only opened in October.
About 4000 appointments have been postponed.
Canterbury District Health Board spokesperson, Felicity Woodham, says they're meeting contractors daily.
She says why the pipe burst is technical - and that's sitting with the companies involved in the building's construction.
Woodham says all 300 staff have been relocated to Christchurch and Burwood hospitals.
