The region is still battling the after-effects of recent floods - which saw the Waiho Bridge washed out and rubbish from a landfill carried down the Fox River.
Westland District Council mayor Bruce Smith says the 22 volunteer cleanup crews are making good progress on nearby beaches.
But he says specialists are needed to help with areas directly below the landfill.
Smith says the rubbish there has been identified as hazardous - and could be dangerous to volunteers.
He says this will take a significant amount of resources to fix - and cleanup will be ongoing for weeks.
