Tuke says testing conditions made the day's four 49er class races particularly difficult.
Kiwis Isaac McHardie and William McKenzie are just two spots back in fourth.
It's been a bad day for Gemma Jones and Jason Saunders in the Nacra class, they've dropped from second to 10th.
In the 49erFX Alex Maloney and Molly Meech are 23rd.
