Phoenix assistant coach Chris Greenacre says the absence of regulars meant younger players such as Gianni Stensness and Ben Waine could make starts.
The result means the Phoenix will face the Victory in Melbourne on Friday in week one of the finals.
The sides have drawn three times this season.
