The 100-strong Waitakere Area Principals' Association claims the shake-up to the education system will cost up to an extra two billion dollars a year.
It says that relates to the setting up of education hubs, the addition of learning support co-ordinators, and boosting management numbers at primary schools to be in line with secondary schools.
