Referee Matt Cecchin awarded the Storm a penalty with four minutes left on the clock after Melbourne prop Jesse Bromwich fumbled the ball after a tackle
NRL head of football Graham Annesley says on balance it should have been a scrum to the Warriors, but it's very hard to get it right in the split second the referees had.
Annesley also added there will be no sanctions against the referees for the controversial decision.
