Seven hundred-thousand people didn't fill out a form last year, which has left Statistics New Zealand scrambling to fill the information holes.
Sixteen million dollars is being spent to plug the gaps and to prevent the same thing happening again.
However, Statistics Minister James Shaw says the information that determines funding for DHBs and electorate boundaries is going to be even more accurate than previous censuses.
That's because it's been subject to a level of rigour that no other census population count has been.
