Police say two cars had pulled over on the side of the Albany Highway between Unsworth Heights and Upper Harbour Drive last night, when the altercation took place.
Police say it appears the victim was carried on the bonnet of the offending vehicle, and then run over by this car.
The offender then drove away.
Detective Senior Sergeant Kim Libby says the offender's car is a small white Japanese Hatchback, similar to a Toyota Starlet.
Anyone with information is urged to contact police.
