Problems are being seen in charging the man accused of the Christchurch mosque shootings, with terrorism

Four new charges have been laid against the Australian national - including one of engaging in a terrorist act.
He's also facing a total of 51 counts of murder and 40 of attempted murder.
Massey University Defence Studies fellow Dr John Battersby says the Terrorism Suppression Act has been described by the Solicitor-General in the past as incoherent and unworkable.
He suggests the charge could run into problems.
