New Zealand Football understands FIFA's resistance to expanding the World Cup

The sport's governing body has abandoned plans to make the Qatar event a 48-team tournament, and will run the standard 32-team competition.
It means Oceania won't be guaranteed a spot for 2022 and will have to win a continental play-off.
NZF interim-technical director Andy Boyens says they always had hope, but aren't super surprised by the outcome.
He says it's a difficult thing for a country preparing for a World Cup to increase capacity by that much and it hasn't happened so they now have to plan accordingly.
