Kevin Prangley failed to provide the animal with adequate food and shelter.
He has been fined two-thousand-dollars in the Christchurch District Court - and ordered to pay reparations and court costs of a thousand-dollars.
The SPCA is reminding people before they get a horse - to consider they can live well into their 30s - and need looking after their whole life.
