Far North District Council environmental services manager, Darren Edwards, says it's likely the dogs will be destroyed.
Both attacks occurred last Thursday in Otira Road Moerewa, within 20 minutes of each other.
A 15-year-old boy was treated at Moerewa Medical Services for injuries to one arm, his legs and back.
In the second case, an 11-year-old girl had injuries to her legs and back after being attacked.
