The German was pinged with a five-second time penalty for an unsafe rejoin, allowing Lewis Hamilton to beat him after the extra time was applied.
Vettel ran across grass then returned to the track alongside Hamilton, but forced the Brit to take evasive action to avoid a collision or the wall.
Vettel stormed off post-race in a huff, doing a disappearing act before being located.
2009 champion Jenson Button says it was an unfair penalty and just a racing incident, while Vettel's former Red Bull teammate Mark Webber has described it as "mental".
