The water main burst yesterday, causing a landslide which took out the main wastewater pipe - sending raw sewage flooding into the lake.
Taupo District Council chief executive Gareth Green says the site is a pumice cliff top about 10 metres above the lake.
He says the water main may have just come to the end of its life or it could have been triggered by some recent small earthquakes or vibrations from vehicles.
