In April, a memorial was announced for Dove-Myer Robinson Park, in Parnell - but Parnell Heritage says it would be better on a cliff or a site with an open vista.
In a letter to the culture and heritage ministry, co-chairs Mary Barry and Julie Hill say the memorial will be lost in the inner city among parkland trees.
The Ministry says it will be in touch with the heritage group about the issues raised.
