A coroner says a Indian student who crossed the centre line and killed himself and an innocent motorist had no business being near a motor vehicle in his condition

Yatharth Vats was speeding, extremely drunk and possibly high when he collided with another car in Taranaki last year.
At the time of the crash he was awaiting prosecution for an earlier breath alcohol incident.
The coroner says it's possible he was unlucky but it's more likely he was either a slow learner, or an alcoholic, or a repeat drunk driver or all three.
The coroner's report says the other man who died, was sadly in the wrong place at the wrong time.
