Early Childhood Council chief Peter Reynolds says the sector's short hundreds of staff - and the ministry's thrown out ideas to fix it.
He says the Ministry could bring in more staff by loosening some rules.
Reynolds says they could ease pressure, without risking quality.
He says the adult-child ratio is the most problematic rule.
Reynolds says it's important - but not all the adults need to be teachers.
