    Hopes the Royal Commission of Inquiry into the Christchurch mosque attacks will provide answers


    The Council of Licenced Firearm Owners submitted this week to the Inquiry.

    Chair Michael Dowling says we still don't know what gaps in the system may have contributed to the shooting.

    He says we seem to have rushed ahead and gone to solutions before understanding what the problems were.
