The All Blacks flanker has been ruled out of the tournament after feeling concussion symptoms during the side's first training session in Japan.
Jacobson says he felt great leading into last weekend's test in Hamilton.
Shannon Frizell will replace Jacobson in the 31-man squad.
Vaea Fifita and Dalton Papali'i weren't considered because of injury.
