    Cannabis charges have lost their high over the past decade


    Justice Ministry data shows more than three-thousand-800 people ... were charged in excess of six-thousand-100 times in the year to June.

    But that's down 8 per cent on the year before, and 64 per cent lower than in the year to June 2010 - when more than 17-thousand cannabis offence charges were laid.
