A new report has lambasted the prison-like conditions and constant bullying at secure youth care homes

Youths generally stay in the Oranga Tamariki-run locked facilities for between two and six months - after being put in state care by the Family Court.
The Children's Commission report shows residents deal with steel doors, metal toilet seats, bullying, and sexual behaviour.
Commissioner Andrew Becroft says they're relics of the past... that isolate kids from their families, friends, and normal community activities.
