A witness says staff at Queenstown Airport refused to let them board despite another passenger giving the young boy a pair of shoes.
Jetstar says the passenger retracted the offer, after learning the child would have to wear them for the flight and while disembarking,
The plane was held up while the family's luggage was removed from the plane.
Jetstar's terms and conditions state they have the right to refuse a passenger not wearing footwear.
Air New Zealand has similar conditions.
