Underfunding for cochlear implants could be a human rights violation

New Zealand funds 40 implants a year - but 200 hearing impaired adults are on waiting lists.
Dr Lewis Williams says those people can't fully access healthcare because of struggles with communication.
She says this creates more health issues down the line.
Williams says this breaches article 25 of the UN convention which requires health services to prevent further disabilities.
