The Infrastructure Commission chair says it's clear infrastructure growth is slower than what it should be

The new, independent commission is continuing to grow its pipeline, which now includes 21.1 billion dollars worth of projects.
Chair Alan Bollard says infrastructure has been growing - but it's lagging compared to the rest of the economy.
He says it's difficult because New Zealand's a small country with many local authorities and complex land to build on.
