A better balance between being fair to public service bosses - and to the taxpayers, who pay their salary

The average pay package for CEOs has decreased by 4.3 percent in the 2018/19 financial year.
It's now 478-thousand dollars, compared to 500-thousand, the year before.
State Services Commissioner Peter Hughes says the changes mostly come from removing performance pay.
He says CEOs have been appointed at the lower end of the salary ranges, and he's taken a conservative approach to reviews.
