A Health Practitioner's Tribunal has found the man guilty of doing unjustified breast examinations and making inappropriate comments on patient's looks.
Donald Stevens says his client effectively had a 13-month unpaid suspension.
The doctor is now employed, but he says he can't afford to pay the half-cost - of the 362 thousand dollars for the prosecution case.
The fate of the doctor is being debated today.
