From Sunday, dogs of any size will be allowed on trains if muzzled and on a leash... where previously only dogs small enough to fit in a carrier were allowed on board.
Councillor Cathy Casey says in other public places, only dogs classified as dangerous need to wear muzzles.
She says if people see lots of dogs around with little muzzles on... they're likely not vicious, their owners are just obeying the new rules.
Casey hopes eventually, canine commuters will be allowed to travel without a muzzle.
