    A local government expert says council elections shouldn't hang on a coin toss


    Glyn Lewers has squeezed into Queenstown Lakes District Council's final place in October - after a recount and a coin toss.

    Local Government Minister Nanaia Mahuta is proposing a law change to prevent it happening again- and an automatic recount if the margin is small.

    Massey University's Andy Asquith says a better system for a draw is having up to five recounts - then a new election.

    He says tossing a coin or drawing lots is a throw-back to the Middle Ages.
