Greater Wellington Regional Council has put together a 415-million dollar business case for 15 new electric hybrid trains for the Manawatu and Wairarapa lines.
Chair Daran Ponter says funding must be secured by next year if they're to deliver by 2024 and avoid commuters being crammed into trains on a daily basis.
The business case has been sent to key Ministers, along with all Lower North Island Mayors and MP's.
