New data shows the District Health Boards started the financial year with a deficit of 103 million dollars - and it's expected to get worse.
Association of Salaried Medical Specialists executive director Sarah Dalton says they're not necessarily mismanaging the money - there just isn't enough.
She says Kiwis expect public health provision to have a higher priority in terms of actual need and actual funding.
