A new discussion paper reveals a range of brain disorders are prevalent in the youth and adult prison population.
Dr Ian Lambie says Teina Pora is a strong example - the man who confessed to a murder he didn't commit was affected by Foetal Alcohol Spectrum Disorder.
He says there needs to be more education around brain injuries, starting at early childhood level.
Lambie says if Teina Pora had more support as a youth, his life may have been different.
