A Ministry of Health report obtained by the Herald reveals how Government inaction left the door open to last year's outbreak of the preventable disease.
Prime Minister Jacinda Ardern says the Government followed World Health Organisation advice around measles.
But she says to get ahead of the virus, better resources are needed.
Ardern says more nurses are required to give vaccinations in hard to reach communities.
