Health and Disability Commissioner Anthony Hill has released a report finding the an orthopaedic registrar in breach of the Code of Health and Disability Services Consumer Rights.
The registrar told a senior colleague repeatedly a patient had returned normal results for a bladder scan - which never took place.
The patient required urgent surgery two weeks later for a serious condition which can cause permanent disability.
It's been recommended the junior doctor apologise to the patient, and report to the HDC with a reflection on his actions.
