The postponement of the competition due to COVID-19 has highlighted the financial pressure that some clubs are under.
Canterbury's reportedly stood down their entire coaching staff, without pay, while Penrith has also taken a financial hit, ordering players and staff to take annual or unpaid leave.
Greenberg says he's told their broadcast partners the NRL will be back, be it in a condensed version or a full schedule that runs through until December.
