A lawyer agrees Covid-19 restrictions are necessary but says the Government hasn't played by the rules

Law drafter Andrew Borrowdale says Director-General of Health Ashley Bloomfield went beyond the scope of the Health Act when he put the country into lockdown.
He's already filed papers at the High Court and is applying for the case to be transferred to the Court of Appeal today.
Borrowdale says the point isn't to bring into question Bloomfield's character or criticise the work he's done.
He says the point is to restore the rule of law to our everyday lives.
