The pursuit began after a man fled from a Kawerau property during an arrest, but it took two sets of spikes before the vehicle stopped in Te Teko.
Police say the driver presented a firearm at officers and they fired in response, before he again fled in a vehicle stolen from the scene.
He surrendered at residential property about 2pm.
Police say State Highway 30 east of the Rangitaiki River will be closed during scene examinations.
