The Lower North Island doctor, who is still practising in the area, was found guilty by the Health Practitioners Disciplinary Tribunal in November.
At the time, the doctor was also found to have told a woman she was "very attractive" and didn't record some breast examinations.
Eight women spoke of the behaviour, which continued despite the doctor promising his supervisors he would avoid raising the topic of breast cancer prevention.
An appeal was filed in the High Court at Wellington on May 14, but a hearing has yet to be scheduled.
