31-year-old Andrew Gordon Green knowingly filled out and submitted birth registration forms - for a person who does not exist.
The Registrar-General for Births, Deaths and Marriages Jeff Montgomery says when Green was interviewed by Internal Affairs... he admitted to falsifying the forms.
But - he claimed he didn't know his actions were against the law.
Green's also been sentenced to 40 hours community work, and 12 months supervision.
