Rio Tinto's smelter will wind up in August next year - citing high power costs and a poor outlook for the industry.
Prime Minister Jacinda Ardern says no one industry can absorb the loss of 2,600 local jobs.
But she says major redevelopment projects of key assets such as the Homer Tunnel and Invercargill's CBD - will soften the blow.
Ardern says many of the skilled workers at the Tiwai Point smelter are actually tradespeople, who can put their skills to good use.
