The Children's Commissioner says new youth homicide statistics are shameful and unacceptable

Police figures from 2007 to 2018, show 12 percent of homicide victims were children under five, and about about a fifth of victims were under 18 years old.
Judge Andrew Becroft says New Zealand has one of the highest rates of child abuse in the world.
He says we've been at the wrong end of the statistics for too long.
