A Worksafe investigation has found the trio could still be alive -- if Higgins Contractors Limited had proper traffic management in place.
The crew were cleaning culverts on State Highway 2 on the Matata Straights -- when a truck crashed into their work vehicle -- plowing into three of them.
WorkSafe's Head of Specialist Interventions, Simon Humphries says Higgins failed to do the basics.
He says if Higgins conducted a good, thorough risk assessment -- it's quite probable the three workers wouldn't have been killed.
