Officers were called to the Dive bar, formerly known as The Cook at 11.30 on Friday night, after reports of people smoking cannabis, and flicking cigarette butts into a cardboard rubbish bin.
Acting Senior Sergeant Anthony Bond says no cannabis was located, but there were breaches of Alert Level Two restrictions.
The 90 people present weren't seated, and there was no table service.
The bar's security guard presented an expired licence, and there was confusion around who the duty manager was.
