In December 2016, officers seized cannabis from a vehicle leaving the motel.
A search of the motel revealed methamphetamine and cannabis - and one motel owner was arrested for drug-relating offending.
In early 2017, the owners sold the business at a substantial loss, having been told their lease would be cancelled.
Authority chair Judge Doherty says Police abused their power, with significant consequences for the owners.
Police acknowledge the findings, and the officer was spoken to about decision making over releasing information.
