Health experts say voting yes to legalising cannabis won't eliminate the harm it does - but the alternative doesn't work

The authors of a Medical Journal report out today claim cannabis laws are a failure, and this month's referendum can change this situation.
Otago University Public Health Professor Michael Baker says voting in favour will give a net gain for public heath.
He says it will send a strong message that the existing law is a failure.
Baker says the law is making criminals out of young people and rising cannabis use is tying up too much police time.
