The Government's refusing to be drawn on plans to extend the Brightline test beyond five years.
If an owner's second house is sold within that time, they must pay tax on the capital gain.
But AUT construction expert John Tookey says there'll be a massive lag before it helps.
He says the Government could come up with the best policy in the world - but it could still take a year to sort out.
